    The new BV7 plan is an important step toward fair management of a public resource. It benefits boaters, hydropower, shipping, and most important – fishermen and the business that depend on them. The old plan (1958!) was authored in part to provide government subsidized protection to a small number of people who built vacation homes in a flood plain, while the rest of us got nothing. A vocal few of these people are willing to say anything to protect their current subsidy, even though the new plan gives them $24 Million per year in benefits.
